The analysis approach used for this research goes beyond the mere conception of transparency as disclosure of information. It defines it as a means that allows those involved in management processes to obtain relevant information on the actions and interests of all the aforementioned actors in order to be accountable and exercise social control. This is how it becomes one of the ingredients of the legitimacy of institutions, actors and their actions through the generation of trust (Transparency for Colombia, 2014).
